Low Carbon Energy Assessors

Certify your ability to produce legally required Energy Performance Certificates (EPCs) and Display Energy Certificates (DECs) for non-domestic buildings across the UK.

What is a Low Carbon Energy Assessor (LCEA)?

Low Carbon Energy Assessors (LCEAs) provide Energy Performance Certificates (EPCs), Display Energy Certificates (DECs) and Air Conditioning Inspection Reports.

LCEAs are certified professionals who produce energy assessments in line with the UK’s Energy Performance of Buildings Regulations. LCEAs can be certified in the following report types:

  • Energy Performance Certificate (EPC): An asset rating that assesses the theoretical energy performance of a building. Required when a non-domestic property is constructed, sold, or let.
  • Display Energy Certificate (DEC): An operational rating based on actual energy use. Required for large public buildings (250m²+) frequently visited by the public.
  • Air Conditioning Inspection Report (ACIR). 

All schemes conform to the requirements of  ISO 17024:2012 and registrants must comply with competency requirements, our code of conduct, maintain appropriate insurance and meet our CPD requirements.

Who Can Apply?

To apply, you must:

  • Complete a CIBSE Low Carbon Consultant (LCC) Building Design for EPC LCC Building Operation exam for DECs as well as the DEC Theory and ORCalc software assessment for DECs. Training is not mandatory but recommended, this includes the Air Conditioning Inspection course for the AC strand.
  • Demonstrate relevant technical knowledge and experience
  • Provide CPD records and evidence of appropriate insurance

How to Apply

  1. Choose your strand(s): EPC, DEC, AC
  2. Complete the relevant online Pre-APEL form
  3. If eligible complete the relevant exam or course
  4. Pay the one-off assessment fee and complete the relevant APEL form
  5. Submit the application with supporting documentation

Maintaining Your Certification

To remain certified as an LCEA, you must:

  • Renew your certification annually (registration year 1 September to 31 August)
  • Maintain appropriate CPD and insurance
  • Respond to Quality Assurance Audits if selected for audit
  • Adhere to the CIBSE Certification Code of Conduct
