The relation between building complexity and assessment level in EPCs

As part of our ongoing monitoring of EPC QA audits and their findings, it has been noted that there is a percentage of cases where the EPCs have been lodged with the incorrect assessment level.  

As part of our ongoing monitoring of EPC QA audits and their findings, it has been noted that there is a percentage of cases where the EPCs have been lodged with the incorrect assessment level.


 
 
We have noticed that this is mainly a problem for cases where newly constructed buildings are completed, and the completion EPCs are issued. We have noticed that assessors would classify these and lodge them as Level 3 assessments when the buildings in question have simple, level 3 characteristics However, this is incorrect, as all EPCs issued for the completion of newly constructed buildings are Level 4 assessments, regardless whether the buildings have simple level 3 characteristics. This is also described in the EPC Conventions flow-chart 10.02.
