The Hackitt Report

The Independent Review of Building Regulations and Fire Safety, undertaken by Dame Judith Hackitt, was published on 17 May 2018. There was also a ministerial statement on the Hackitt Review in the House of Commons, and Dame Judith appeared before the Select Committee.

As expected, the review calls for wide ranging reforms to the system of building regulation in England, and also to the management of higher risk residential buildings during their whole operating life. The report is a once in a generation call for fundamental change in the way that we regulate the construction and operation of buildings, which seeks to address many of the flaws in the system. We will keep all registrants updated on the progress of the expected new regulations or legislation released off the back of this report.

New Unique Personal Identifier (UPI)

As part of a consultation on the review of all Scheme Operating Requirements (SORs) by MHCLG, it was concluded that all energy assessors on the Energy Performance of Buildings Registers should be given a Unique Personal Identifier (UPI) number. This will help prevent misuse of Certification Scheme systems. We will keep you up-to-date with this release and provide you with any necessary documentation.

EPC Software Update Reminder

Last week we sent out an email to inform our EPC assessors about an important update in the EPC software that will affect lodgements after Wednesday 30 May 2018. As of 1 June, the ability to create xml files and lodge Non-Domestic EPCs using SBEM version 5.3.a for England and Wales has been switched off by the Register.

For i-SBEM users, the latest version of i-SBEM is available at www.uk-ncm.org.uk, the third-party software users should contact their software providers and ask for instructions on how to update their software packages to the latest version.

Please note that for Northern Ireland, version 4.1.g is still the one to be used for EPCs and compliance with the regulations.

New Watermarks for Expired EPCs

As EPCs are valid for 10 years, and their introduction was back in 2007, many are expired or due to. Landmark have released a new watermark for expired EPCs, 'Expired Report'.

Cancelling Incorrect EPCs

We would like to remind our assessors to cancel any incorrect EPCs they become aware of and replace the certificate on the register with the new one.

To do this you will need to login to the Lodgement Portal, select the RRN for the certificate that needs cancelling and select the 'Cancel' option providing the reason for the cancellation

Kind regards,

Professor Andrew Geens
