Certify your ability to produce legally required Energy Performance Certificates (EPCs) and Display Energy Certificates (DECs) for non-domestic buildings across the UK
Applying via the APEL route
CIBSE Certification operates the APEL (Approval of Prior Experience & Learning) Route to certification. This is a fast, low cost route that recognises your prior experience and learning as an alternative to taking a specific Energy Assessor qualification and can provide certification to the highest quality via an application process.
The Pre-APEL is a FREE assessment of your 2 years of full time equivalent experience in the last 5 years and counts towards your main APEL form. You will need to demonstrate that you have a minimum of 2 years of equivalent full time substantial experience in the past 5 years in building services design, energy management, or building surveying and assessments of commercial (non-dwelling) buildings.

If you pass the initial screening of your Pre-APEL you will then need to complete the full Approval of Prior Experiential Learning (APEL) form online.

Transfer route
CIBSE Certification accepts applications made by applicants who are already certified via the APEL route with another certification scheme for the strand that they are applying for. CIBSE Certification aim to provide applicants with a straight- forward transition to certification as an LCEA/LCC by offering a transfer route.
Applicants will need to demonstrate their competence and submit evidence to CIBSE Certification who will assess the information provided by the applicant to enable the applicant to become certified with the scheme.

There is NO assessment fee for the Transfer application. The annual registration fee for the LCEA EPC register is £330 + VAT, and calculated on a quarterly pro rata basis if joining part way through the registration year, which runs from September of each year.
Qualification Route
CIBSE Certification accepts applications made by applicants who hold a specific Energy Assessors Qualification via ABBE, NFOPP or City & Guilds. We aim to provide applicants a certification opportunity through a UKAS accredited certification body that offers recognised certification in the industry and demonstrate their competence further by joining the CIBSE Certification Low Carbon Consultants Register.
Applicants will need to demonstrate their competence and submit evidence to the scheme. The scheme shall assess the information provided by the applicant to enable the applicant to become certified with the scheme.

Scotland
Following the implementation of the Energy Performance of Buildings Directive re-cast in Scotland, CIBSE Certification is offering application via the APEL route with The Building Standards Division of the Scottish Government (BSDSG).
New Applicant

Current registered LCEAs in England & Wales
There is an upgrade route in place that, if successfully completed, will allow you to produce EPCs in Scotland in addition to your England and Wales & Northern Ireland certification. To express your interest in this upgrade route please email CIBSE Certification at epc@cibsecertification.org
You will also need to successfully complete the LCC Design Management Scotland examination in order to upgrade.
Northern Ireland
Since the end of June 2008 in Northern Ireland Energy Performance Certificates (EPCs) have been required when a home is marketed for sale and from the end of September 2008 they have been required for all newly constructed buildings.
In addition, from the end of December 2008, Display Energy Certificates have been required in all public sector buildings over 500m2 in floor area. Finally, since the end of December 2008 EPCs have been required for commercial buildings marketed for sale and for commercial premises and residential buildings being offered for rental, thus becoming compulsory whenever a building is constructed, sold or rented out.
Implementation was undertaken by the Department of Finance and Personnel, Building Standards Branch who are working on a dedicated EPBD website but in the meantime visit www.buildingregulationsni.gov.uk.
