Therefore an interim arrangement exists between the Scottish Building Standards Agency (SBSA) and CIBSE Scotland.
At present CIBSE Scotland may accredit Licentiates, Associates, Members and Fellows of the Institution who can demonstrate that they have at least seven years practical experience of work directly related to the energy performance and assessment of existing buildings. The work should have required assessment of the thermal performance of the existing building, assessing the efficiency of the existing building services installations, and the preparation of reports to clients.
1. ACIBSE, MCIBSE or FCIBSE Membership and CIBSE Low Carbon Consultant Training
Where an LCIBSE, ACIBSE, MCIBSE, or FCIBSE has undertaken the CIBSE Low Carbon Consultant's training and is clearly able to show that they have the relevant experience to be fully competent as an energy assessor under the Protocol, and they fully meet all the requirements, they may be added to the Register.
2. Application to CIBSE Scotland to produce EPCs for Existing Buildings under SBSA/CIBSE Protocol

You will need to have your application signed off by two sponsors at least one of whom should be MCIBSE or FCIBSE (with CIBSE membership number provided). They must themselves be eligible to be accredited as Energy Assessors i.e. CIBSE Members or Fellows, with experience in energy performance work, although it is not a requirement that they are accredited or seeking accreditation. They need to be able to confirm that you have the experience described in section 4 of the application form.
3. Report demonstrating seven years of practical experience of the energy performance of existing buildings -- career examples with dates, employer, job title, and personal involvement in the work.

CIBSE Certification will then contact you with information about your admission to the CIBSE Scotland register for Energy Assessors.
Once a scheme is approved, it will be neccesary to apply to join the scheme, even if you are approved under the interim arrangements.
