Steps to become a CIBSE Low Carbon Energy Assessor to produce Display Energy Certificates (DECs)

Download the LCEA Regional Flowchart 

  1. Undertake training dependent on whether or not you are already a member of the CIBSE Low Carbon Consultant's Register...go to main CIBSE website for details of training (dates, costs, booking form etc). This training is applicable in England and Wales only, not Scotland.
  2. Download and fill in this Accreditation of Prior Learning (APEL) form (this is the application form you need to fill in to become an assessor) this form relates to the NOS (Download the National Occupational Standard here) (If you are a full member of CIBSE or a member of a related professional body, you do not have to fill in some of the boxes in Annex 1 of the APEL form – check this table to see if this relates to you: Download Table of professional bodies and membership grades meeting the professional requirements of Units 1 and 2 of the NOS.)
  3. Submit your completed APEL form with supporting documentation:
  • CCMP 006 CIBSE Certification Code of Conduct for Energy Assessors  Download
  • Supply evidence of CPD over a 2 year period and an up to date CV...go to CPD page for details
  • Confirmation of pass of DEC training and assessment
  • Evidence of PI cover 
  • Evidence of any professional membership you have
  • A further completed DEC for assessment. (If your software exam only included one example DEC then you will need to submit two further DECs. The CIBSE exam already includes two example DECs, and so if you have taken this route then you only need submit one further DEC.)

Hard copy documents do not have to be mailed.

Note: If you want to produce Display Energy Certificates you need to be qualified in producing operational ratings using a simple calculation methodology is from the Government.

DEC producing Low Carbon Energy Assessors will be eligible for the LCC Operation register.
