Finding the right Low Carbon Energy Assessor

Finding a Low Carbon Energy Assessor (LCEA) to produce an Energy Performance Certificate  (EPC)

If you need an energy performance certificate for a new or existing building, check that your building services advisor is CIBSE Certification accredited or find an assessor by searching our register of individual Low Carbon Energy Assessors.

On the register you will currently find the names of fully qualified Low Carbon Energy Assessors (LCEAs), and also the names of LCEAs currently undergoing final checks, and those who have partially completed their training. These latter two groups are not yet fully qualified, but may be able to carry out some of the work of producing a certificate while awaiting accreditation such as building surveys or data gathering.

There is no guarantee that any individual will pass their accreditation but all the individuals featured here are already practicing as CIBSE Low Carbon Consultants and will be competent to carry out building surveys and data gathering. Should their accreditation fail for any reason, the data they have gathered should be acceptable for use in the generation of a certificate by any other fully accredited LCEA.

The listing of LCEAs who are not yet qualified is an interim measure designed to cope with demand at the start of the scheme while many assessors are still undergoing accreditation checks.

Finding a LCEA to produce a Display Energy Certificate (DEC)

Assessors qualified to produce Display Energy Certificates can also be found from the Register of Low Carbon Energy Assessors.

Finding a LCEA to produce Air Conditioning Assessments

  • If you need an air conditioning assessment for a centralised (complex) cooling system (generally characterised by the use of water or air distribution systems to deliver cooling to conditioned spaces using a variety of terminal devices) search our register of Low Carbon Energy Assessors. (please note the current number of accredited air conditioning assessors is very limited but will increase over the coming weeks).
  • If you need an air conditioning assessment for a simple or packages cooling system (generally indoor units that contain refrigerant-to-air exchangers and an integral air circulation fan) then a register of individuals accredited to provide this service is available from BESCA - for more information tel 0800 652 5533 or email This e-mail address is being protected from spambots, you need JavaScript enabled to view it
